Congress passes bill partly funding Iraq war

In the latest challenge by Democrats to President Bush over funding for the war in Iraq, the House of Representatives has approved a new bill by a vote 221 to 205 to fund military operations in Iraq and Afghanistan.
The legislation only provides about half of what is required, and the president has vowed to veto it saying Congress must provide full funding for the military.
The Democratic-crafted bill comes in the wake of President Bush's veto of a previous measure approved by the House and Senate that would have established a timeline for withdrawing troops from Iraq.
The new bill provides about $43 billion for U.S. troops in Iraq and Afghanistan, including funds to train Iraqi and Afghan security forces.
Congress would take another vote, after a required report by the president on the situation in Iraq, on whether to release nearly $53 billion more to maintain operations through September.
Democratic leaders also brought a separate measure to the floor calling for withdrawal of U.S. combat forces, and military contractors, within nine months.
Aimed at placating the most vocal war critics in the party, it was defeated in a 255 to 171 vote.
On the House floor, House Speaker Nancy Pelosi said Democrat's legislation is aimed at a responsible withdrawal of U.S. forces while demanding accountability of the Iraqi government and President Bush. 'He has grown accustomed to a free hand on Iraq that he had before January 4th (when Democrats took control of Congress). Those days are over. The American people have made it clear that they want a new direction in Iraq, one that is going to bring this war to an end,' she said.
Earlier, David Dreier, a California Republican, referred to President Bush's veto of a previous Democrat-crafted measure that contained a timeline for withdrawal of troops, and renewed charges that Democrats are engaging in a 'political charade':
'Funding our troops who are in harm's way is not a game. These votes may make my friends on the other side of the aisle feel good, but they are not doing anything to get our troops what they need to protect themselves and to fight effectively against terrorists around the world,' he said.
Chances are slim for approval of the legislation in the Senate, where Democrats hold a slim majority.
In remarks at the Pentagon Thursday, President Bush rejected the legislation in advance as haphazard and piecemeal, saying Congress must send him legislation providing full funding for the military. 'My message to the members of Congress is, whatever your belief may be, let's make sure our troops get funded and let's make sure politicians don't tell our commanders how to conduct operations, let's [not] hamstring our people in the field,' he said.
The president says he agrees that requiring the Iraqi government to meet specific political and economic benchmarks makes sense, adding that his chief of staff will be working with lawmakers to find common ground on that issue.
Speaker Pelosi said on the House floor late Thursday she hopes something comes of those discussions, but added Democrats intend to stand their ground saying benchmarks without consequences are meaningless. Email this story to a friend

Bush administration
This administration is so fixated on their own beliefs that they have lost touch with reality. This seems like a type of Schizophrenia where they are living in their own dream world which is reality to them. The present administration will not listen to the American people or congress. George Bush and Dick Cheney have tried to set up an oligarchy within the United States Government. The main trademark of an oligarchy is that they believe they are above the law. They’ll prostitute not only themselves but anything for the sake of oil monies. As architects of this fiasco they think themselves the only ones that can fix what quite frankly at this point cannot be fixed. We need to leave Iraq let the place heal itself (or maybe with the help of neighboring countries). Bush has not in any way, shape, or form supported our troops at any juncture of this futile ill- conceived war. George Bush and Dick Cheney are criminals and need to go. At the very least they must be taken out of power, with the possibility of criminal prosecution if investigations warrant. That’s the only way we can save face and regain some credibility and standing with the international community.

The US-led coalition has admitted there were civilian casualties this week, but said they occurred during fighting with the Taliban in southern Afghanistan.
Witnesses to Tuesday night’s deaths in Helmand province said they were caused by an air raid and that no Taliban fighters were present. Villagers put the toll at about 40.
At the time, Nato, which is also in the country, denied any knowledge of the raid, while the US-led coaltion said it would check the reports.
On Friday, the coalition said in a statement: “There are confirmed reports of civilian casualties; however, it is unknown at this time how many..."
The statement said the coalition had treated up to 20 villagers wounded during a 16-hour battle that also involved Afghan army troops in Sangin district of Helmand province on Tuesday.
One boy died of his wounds after being evacuated by coalition troops, it said.
Afghan and coalition forces estimate a significant number of Taliban fighters, including a high-ranking commander, were killed in the battle.
Assadullah Wafa, the provincial governor, said he had no reports of Taliban casualties.
Western forces have been waging a widespread operation against Taliban fighters in Sangin in recent weeks.
Prior to the latest casualties, scores of civilians have been killed by Western forces in the past two weeks.
Discontent
With anger already rising among Afghans over the toll, Sangin’s residents have called on Hamid Karzai, the president, to come to see for himself how they have suffered.
Karzai has repeatedly urged foreign troops to avoid civilian casualties, to stop searching people’s houses, and to co-ordinate attacks with his government.
Last week, Karzai said the patience of Afghans was running out.
On Tuesday, a US military commander apologised for the deaths of 19 civilians, killed by US troops in eastern Afghanistan in March.

Billionaire yacht owner defends Sarkozy stay

PARIS (Reuters) - The billionaire French businessman who lent his yacht to Nicolas Sarkozy on Friday rejected accusations that his close relationship with the future president could lead to special favors for his companies.
After Sunday’s election, Sarkozy went for a short break on a 70-meter luxury cruiser belonging to Vincent Bollore, the largest shareholder in advertising group Havas who also has stakes in a web of financial and industrial firms.
Opposition leaders said it showed the president-elect was out of touch with normal people and too close to big business.
Bollore said he did not expect his group to win favorable treatment in exchange for the free trip.
“Just because you are friends with somebody, it doesn’t mean there are no ethics in the relationship," he said in an interview with Le Parisien newspaper published on Friday.
Bollore has said his group had no commercial ties with the French state, but Le Monde newspaper cited official documents showing that his firms had several state contracts, including one for the delivery of diplomatic documents.
It also listed a 342,329 euro ($461,200) contract won by the Bollore group for work at police headquarters in the city of Grenoble, awarded in December 2006 by the interior ministry when Nicolas Sarkozy was the minister.
Bollore told Le Parisien on Friday: “We are a French group par excellence which is totally independent from the state. We have no contract with public power."
He said Leon Blum, the first Socialist prime minister of France, spent time in a Bollore manor after World War Two.
Although Sarkozy’s 48-hour holiday made a big splash in the press, an opinion poll published on Thursday showed 58 percent of people did not find the trip shocking.
Sarkozy himself was unapologetic, saying the break came after a long election campaign and cost taxpayers nothing.
However, some commentators questioned the wisdom of the holiday and said it was likely to influence decision-making.
“Knowing the sectors of activity of the Bollore group, in particular, communication/media and energy distribution, you wonder how Nicolas Sarkozy could have an independent political programme," wrote the left-leaning Liberation daily.
But tycoon and former Socialist supporter Bernard Tapie also jumped to Sarkozy’s defense.
“He’s not president yet...It’s like his 'last hurrah'. It’s a totally private affair," said Tapie, former boss of Olympique Marseille soccer team.
He also said that among the critics “three-quarters of them have spent time not so long ago on my yacht 'Phocea', and at the time, they didn’t find that vulgar or out of place," he said.
Tapie earned fame and fortune by rescuing troubled companies in the 1970s and 1980s and was a Socialist minister for a while, but his career descended into disgrace in 1997 after he was convicted over a soccer match-fixing scandal and tax fraud.
